Brandenburg was involved in the Clementine mission (Detailed Mapping of the Moon), which was part of a joint project between BMDO and NASA. The mission discovered the water at Monthly Poles in 1994. Brandenburg was the Deputy Head of Mission.

He also mentioned that at the end of the mission, the images were handed over for analysis to elite defense analysts with the highest degree of secrecy:

The mission was designed to explore and map the entire surface of the Moon. It was during Clementine's Mission, when the mapping of the lunar surface brought more speculation about the alien presence on the Moon.

Of all the images I've seen from the Moon that show possible structures, the most impressive is the image of a mile-wide recto-linear structure. It looked infallibly artificial. It shouldn't be. As someone who is part of the space defense community, when I look at any such structure on the moon, I am very concerned because it is not ours. There is no way we can build something like this. That means someone had to build someone else.

Bradenburg was and still is a highly respected academic. However, in 2012 he was very criticized for presenting the view that there was evidence of a thermonuclear war on Mars that must have taken place in the distant past.
