Richar Doty was a Special Agent of the US Air Force Special Investigation Agency (AFOSI). After more than 8 years, it was his specialization everything about the presence of aliens on Earth. We always had the money. We had different funds for that. When you were doing an operation - let's say a counterintelligence operation - and you needed to $5000 (approx 110000 CZK), so you got it. Just said, yeah all right, here's your account number. Someone else put the money on the bill and I just picked them. Sometimes we have a voucher or something else in the same sense. I never asked where the money was, but I'm sure it had to go from government funds. Congress has approved many black operations (black ops), which required large black funds. So it had to go (probably) from here. How exactly the money was distributed and who decided it; it is above the limit of my salary rating. [It was done by someone who was in a higher paid position.]
