It is about the Majestic-12 document with the highest level of secrecy, which contains the disaggregated information necessary for the national security of the United States.

CHAPTER 3

Section I. SAFETY

Great attention should be paid to maintaining safety at any point of research where extraterrestrial technology may be available for scientific study. Extreme measures must be taken to protect and preserve any material or entire ships from discovery, research or the interest of the general public, civilian agencies or individuals. Therefore, it is recommended that information is leaked to the press at any time.

If this procedure did not appear to be possible, the following cover stories to be published are recommended. The responsible officer must act quickly to choose the story best suited to the situation. When choosing a covering story, it is important to realize that official UFO policy says they do not exist.

1) Official Denial: The most urgent answer would be that nothing has happened unusual and that the government knows nothing about this event. Thus, the public press may rule out further investigations.

2) Discredited witnesses: If possible, witnesses will be held in isolation until the extent of their knowledge and participation in the event is established. Witnesses will be discouraged from talking about the event, what they saw, and their intimidation may be necessary to ensure their cooperation. If the witnesses already contacted the press, their stories will need to be discredited. This is best done by claiming that they either misinterpret natural events, suffer hysteria or hallucinations, or are themselves the perpetrators of fraud.

3) Deceptive statement: It may happen that you will have to make false declarations for safety. Meteors, downed satellites, meteorological balloons, and military aircraft are all acceptable alternatives, although in the event of a military aircraft crash, care should be taken not to be able to assume that the aircraft could be experimental or secret, as it could generate greater curiosity of foreign press.

Statements concerning the contamination of the area due to the leakage of toxic substances from lorries or rail tanks may also serve to prevent any unauthorized or unwanted persons from entering the area.

Securing the Majestic-12 area

The area must be secured as quickly as possible to prevent the infiltration of the site by unauthorized personnel. The authorized officer shall determine the perimeter and arrange for a residence permit in that area. Authorized on-site staff will be kept at the absolute minimum of information needed to prepare the ship or its debris for transportation and will consist of military security forces.

Local authorities can be used to control traffic and crowd control. Under no circumstances will a local official or persons in criminal proceedings be allowed to stay within a guarded area and all necessary measures must be taken to ensure that they are not actually present.

1) Protective circuit: It is desirable that a sufficient number of military personnel be available to create a sufficiently large perimeter around the scene of the incident so that unauthorized personnel and personnel in the district cannot directly see the scene of the accident. Once the perimeter is established, regular patrols will be set up around the perimeter to ensure complete security and electronic surveillance will be used to extend surveillance. The personnel in the district will be equipped with hand-held communication devices and automatic weapons with sharp ammunition. Other workers in the district will have personal weapons. No unauthorized personnel will be allowed into the safe area.

2) Command post: Ideally, the command post should be as close as possible to the scene so that activities can be coordinated effectively. Once the command post is operational, contact will be established with the Majestic-12 group via secure communication.

3) Areas: All unauthorized workers will be exposed from the scene and its surroundings. They will be screened and detained for further evaluation by MJ-12. Under no circumstances will witnesses be released from custody until their stories have been evaluated by MJ-12 and will be thoroughly advised of confidentiality.

4) Assessment of the situation: A preliminary assessment of the situation will be completed and a preliminary report will be prepared. The MJ-12 Group will be informed of the situation as soon as possible. Group

MJ-12 then decides whether the MJ-12 RED or OPNAC Team will be deployed to that area. (OPNAC = Operation Naval Command)

Section II. RECHARGE OF TECHNOLOGY

Removing and Transporting an Object

1) Documentation: If the situation permits, care must be taken to ensure that the area is documented photographically before anything moves. The area will be checked for radiation and other toxic substances. If the area can not be secured for a prolonged period, all material must be packed as quickly as possible and transported to the nearest secure military facility. This will be done by securing transport along side roads whenever possible.

2) Complete or Functional Ship: The vessel should be approached with great caution if it appears to be functional, as serious injury is possible due to exposure to radiation and electric shocks. If the vessel is operating but appears to be abandoned, it may only be accessed by specially trained MJ-12 RED TEAM personnel wearing protective clothing. Any equipment that appears to be functional should also be left to the disposal team. The complete ship and its parts, which are too large to be transported by covered truck, will be dismantled carefully and quickly, if possible. If entire objects have to be transported on open trailers, they will be covered in such a way as to mask their shape.

3) Alien biological units: EBEs must be moved as quickly as possible to the top security device. Great care must be taken to avoid possible contamination by foreign biological agents. Dead EBE should be packed in ice as soon as possible to preserve their tissues. If you encounter live EBEs, they should be detained and taken by an ambulance to the top security device. Every effort must be made to ensure their survival. Contact with live or dead EBE must be kept to the absolute minimum. (For more detailed information on EBE, see chapter.

Clean the area

After removing all material from the central impact area, the area will be thoroughly inspected to ensure that all traces of extraterrestrial technology are removed. In the event of an accident, the environment will be thoroughly searched several times to ensure that nothing has changed. The search area may vary according to local conditions, at the discretion of the officer concerned. When a commissioned officer is convinced that there is no further evidence of an event in place, it can still be evacuated.

Special or unusual conditions

There is a possibility that an alien vessel may land or crash in densely populated areas where security can not be maintained or where a large population and public press can witness the event. The MJ-1949-04P / 78 contingency plan (top-secret only) should be used if event information is required.

1) Vessel - Intact and serviceable vessel of extraterrestrial appearance and production

Using the inventory system

The inventory of extraterrestrial technology or entities using MJ 1-006 and 1-007 forms is the primary duty of the operation commander. Instructions for using individual forms are on the back of the forms.

Shipping of packages and data on the packaging according to Majestic 1-007

1) Domestic Shipment: Individual items are marked and packaged in a waterproof package and sealed. It is then placed in corrugated cardboard. The cavities inside the box are thoroughly filled with a neutral cellulose wadding to prevent objects from moving. The package is sealed with rubber Kraft tape. The 1-007 form will be placed in a sealed envelope labeled "MAJIC-12 ACCESS ONLY" and will be firmly attached to the top of the box.

The box will be fitted with chipboard inserts in each corner at the top and bottom and will be placed inside the large corrugated cardboard shipping box. The entire outer box closure will be sealed with rubber Kraft tape. A label with the following information is placed in the outer packaging: shipping destination, shipping code number and MAJIC-12 ACCESS ONLY.

2) Consignment overseas: The items are packaged in the same way as described above, except that the inner corrugated box will contain a moisture indicator and a desiccant. Furthermore, the box is packed in a water-resistant packaging and thermally protected. The packaged items are then placed in a second waterproof cardboard box and sealed with waterproof tape. This second box is marked "MAJIC-12 ACCESS ONLY" on all sides, and is placed in a wooden shipping box with a watertight closure.

The wooden transport box will be closed. The shipping container is further reinforced by connecting two metal plugs with a diameter of 8 inches from each end. The transport information is then indicated on the surface of the wooden transport container.
Note: The packing procedure described above applies only to non-organic items. Data for the handling, packaging and transport of organic substances and non-living entities are given in chapter 5, Section II. of this manual.

CHAPTER 4

Section I. HANDLING INTO ACCEPTANCE OF MATERIAL

Removing, unpacking, and checking

Note: Procedures for disposal, unpacking and inspection of containers marked "MAJIC-12 ACCESS ONLY" will be performed by personnel authorized by MJ-12. Containers marked in this way will be placed in a warehouse in the most secure area until authorized personnel are available for acceptance procedures.

1) Be very careful when moving and unpacking material. Avoid using tools inside the shipping container. Do not damage the packaging material more than is necessary to remove the samples, these materials may be required for future packaging. Store the inner packaging material in the shipping container. To remove and unpack samples, follow the 1 - 11 procedures below:

(1) Unpack samples in a secure room to prevent unauthorized personnel from accessing them.
(2) Cut the binding metal wires with a suitable cutting tool or turn them with the pliers until the straps break.
(3) Remove the screws from the top of the shipping box using a screwdriver.
(4) Cut the tape and seal of the inner liner so that the waterproof paper is as low as possible.
(5) Remove the packaged samples from the wooden case.
(6) Cut off the tape that seals the top flaps of the outer cartons, be careful not to damage the cartons.
(7) Cut the protection along the top heat seal seam and carefully remove the inner box.
(8) Remove the enclosed security envelope from the top of the inner box.
(9) Open the inner carton and remove the wooden wool inserts, the dryer and moisture indicator.
(10) Select heat-sealed containers containing samples; arrange them for proper inspection.
(11) Store all packaging material in a shipping container that will be used for future packaging.

2) Check all items thoroughly versus transport documents. Carefully inspect any objects that may be damaged during transport or handling. Sort items by classification number during shipment, for transfer to designated laboratory or department. Workers or departments are responsible for transporting the goods to designated locations. This will be done as soon as possible by a covered vehicle, accompanied by security personnel.
