Davis showed Wilson a letter from Miller dated April 25, 2002 - this letter is part of the leaked information. It is clear from this letter that Davis and Hal Puthoff were doing their own research into crashed UFOs, trying to find all the actors in the government who had something to do with it.

Declaration

One of the extremely interesting statements in Miller's letter is that he would be able to give Davis and Puthoff “the name and last place of residence of a senior officer who I believe had direct knowledge of US government and alien reproduction vehicles (ARVs) in Area-51 and related places. "

Miller provides more information here, including “the name and current whereabouts of a retired senior officer (with the rank of flag) who I believe was directly involved in government interaction with a major UFO incident on the east coast of the United States and believed to have his former leadership, high military rank and control of major military forces direct knowledge of the involvement of the US government in this matter. " He also said he has a list of civilian contractors who are likely to be involved in "technology, accidents, landings and related aliens incidents."

After reading it, Wilson laughed and said that "he didn't tell EVERYTHING EVERYTHING," whatever that meant. Then Wilson said, "Miller can well guess who (which vendors) own the alien hardware." He added, "Miller can give good advice on which defense companies to focus on - that's all he knows." more. Wilson was also angry that Miller, a Navy colleague, had betrayed the confidentiality of their conversation by passing it on to Greer and who else. In fact, Miller doesn't seem to have told many other people. Davis added in his note that Miller only said this to Edgar Mitchell, who told Davis about it in 1999. It's possible that Miller said something to journalist Leslie Kean. At least that's what Wilson believed in his interview with Davis in 2002.

Description of events

Wilson was clearly nervous in his conversation with Davis and said he was only risking talking to him. And indeed, two decades later, the whole conversation is out now. Davis then asks Wilson to describe what happened between April and June 1997. Wilson said that about a week after meeting Miller, "he called, knocked on a few doors, talked to people." He said it took breaks. 45 days.

The way Wilson investigated this is worth mentioning. He said he had received a proposal from General Ward to search the records group's files in the OUSDAT office. That is, the Office of the Deputy Minister of Defense for Acquisitions and Technology. After several searches, I believe that this is Air Force General H. Marshal Ward, who in fact soon after became the Director of Special Programs in the Office of the Deputy Secretary of Defense for Acquisitions and Technology at the Pentagon.

Major General H. Marshal Ward

Even more interesting is that at that time Wilson came across William Perry, who had just left the post of US Secretary of Defense. Perry is an extremely important and influential figure and is still alive at the age of 91. Perry is a man of exceptional intelligence and ability who knows all the right people and always seems to know them.

OUSDAT records

Fascinatingly, Wilson told Davis that he had encountered Perry in May 1997, and "they talked about it in peace." And Perry suggested the same as General Ward. So go through the OUSDAT records. Once again, these are Defense Department records of "acquisitions and technology." Which makes sense.

Wilson then said they "told him" (and I'm not sure who the "they" are in this case, but it looks like Ward and Perry) "about a group of records about special projects that don't belong to the usual SAP - a special subgroup of unrecognized canceled programs - not belonging to the usual SAP divisions, as organized by Perry himself in 94 - separated from the others, but buried / covered by ordinary SAPs. "

This is a very important statement. SAP, or Special Access Programs, are the original "black budget" programs that are notorious for being almost completely out of Congress. It has long been known that in this environment, many of these programs are beyond the control of not only Congress but also the armed forces themselves, which are dominated by private contractors and sometimes even by Ministry of Defense officials themselves. Wilson tells Davis here that he learned that this UFO crash search program was apparently buried under other special access programs. It did not belong to the standard management system of these programs, but was set aside.

Wilson then mentioned several other names in this context: Paul Kaminski, General Michael Kostenik, and Judith Daley, who was Assistant Deputy Secretary of Defense for Advanced Development, OUSDAT. From there, he actually obtained this unusual group of records. The budget information, he learned, seemed very high, but he said it could only be errors in the way budgets were reported.

Rozhovor

Davis: in which SAP department did you find it?

Wilson's answer was "Core secret - doesn't want to say."

Davis: code designation?

Wilson: core secret.

Davis: Who was the project contractor or the government agency that managed the program?

Wilson: a leading supplier of aerospace technology.

Davis: Who?

Wilson: core secret.

Davis asks for help.

Wilson: Sorry, no.

Then the story culminates. Wilson says he "made three phone calls with the program manager - one of them (a conference call) with the (security) director and a (corporate) lawyer." These people were not thrilled with Wilson's phone calls. He said everyone treated him in an "irritated tone" and was confused as to why he was looking for them and what he wanted to know. Wilson said they were "upset" and "surprised."

Wilson told them that he had read their program record in the OUSDAT special programs record "and wanted to know about their UFO crash program, what role they played in it, what they had available, etc." He also "asked if they had heard of MJ- 12 or any such organization code related to crashed / discovered UFO vessels. "

This is simply a breathtaking fact. You have a Deputy Chief of Staff of the Corps of Chiefs of Staff who are trying to inform you about the UFO crash search program by contacting a private contractor that appears to have been responsible for it. Remember to talk to the program manager, security director and corporate lawyer.

Wilson told the three that he was requesting official information about the program, and he did so under his authority as Deputy Director of the DIA and Chief of Staff of the J-2. According to him, it was an oversight on their part that they had to correct. Their answer was interesting: they would have to discuss it and return to it. That he will arrange a personal meeting and resolve the matter in this way.

According to Wilson, the meeting took place about ten days later, in mid-June 1997. "He flew there" to a conference room in a "secure basement". There he met three people. He is a program director, corporate lawyer and security director, whom he noted that he has retired from the NSA and is a counterintelligence expert.

Pentagon audit

A few years earlier, the entire program was almost revealed during a Pentagon audit. Their task was to ensure that the program remained top secret. During this previous event, they were forced to inform a government investigator about the program. After this episode, they somehow made a formal agreement with the Pentagon to prevent it in the future.

This meant extremely strict controls on all American government personnel who could join the program. Public status or rank did not matter. Entry into the program could only be obtained on the basis of meeting unspecified criteria determined by the Supervisory Committee.

As Wilson said, "it must have been theirs or nothing."

He was angry. This group operated without the proper supervision of legitimate US government agencies. In addition, he learned that the purpose of the meeting was to deny him access. His credentials and government authority were proper and valid, but he was not on the "bigot list." It is a term in the world of classified information referring to persons who have a check that they "need to have information". The admiral was told he didn't need to. This provoked angry reactions. Wilson apparently had the proper legal authority to demand what he wanted. But it didn't matter.
