Subject: Office for Research and Development and Office of Technical Services - Paranormal Perception Research Project

  1. It is recommended that research into paranormal phenomena be initiated by the Stanford Research Institute (SVI). The proposal for this research is attached. Since it is a tightly managed research project, it is also recommended that it be jointly funded and monitored by the Research and Development Office and the Technical Services Office. The project officer will be Name Censored. Estimated costs are $ 149555.
  2. The subjects of the proposed program will be four. 50% will focus on exploring the opportunities for "gifted" individuals, twenty percent going to create such characteristics that will allow us to identify "gifted" subjects, twenty percent going to research on neurophysiological correlations of paranormal activities, ten percent focusing on verification paranormal experiments.
  3. The previous UTS project, summarized in the enclosed proposal, suggested the existence of perceptual paranormal phenomena. These phenomena include remote perception of documents, objects, activities, and locations. Proven reproduction of this remote perception under controlled conditions strongly suggests that these phenomena are and will continue to be of interest to the intelligence community either for use in offensive operations or defining a defensive threat.
