The announcement would come when terrorists tried to detonate a bomb in a larger city. An extraordinary condition would occur and all persons with implants would be activated by aliens. Such persons would in some cases be detained by MAJIC and, together with all dissidents, would be placed in concentration camps. Printing, radio and television would be nationalized and controlled. Anyone who tried to resist would be captured or killed.
