The idea of ​​a general basic income dates back to the mid-nineteenth century and is inspired by Charles Fourier. Today, however, he has nothing utopian in him. This unusual attempt at social justice in society is being discussed in North America, Brazil, South Africa, but also in Europe, especially in Germany and Switzerland. In Brazil, they even have it in the government's program. With us, the basic income is planned until program of the Pirate Party, promoted in Slovakia by President SaS R. Sulík.

The basic idea is that we have the fundamental rights enshrined in the constitution to enable us to live freely, to express themselves, to work and to create values. The fundamental right of each of us is to live dignified, to have a place to live, to have something to eat, to have the opportunity to learn, etc. It could be compared to the time when the slaves were freed and everyone was given the right to have his land, self-sufficient and able to live . Today we should also qualify for our land, but in the form of basic income. Not only for the working middle class who works, but usually only for the purpose of subsistence and basic security, but also for young people who are just entering life, they are filled with ideals and ideas, how and where to improve and improve, and of course also for elderly people who bring the experience and values ​​of mature people to society.

In the economic system of modern companies, jobs are one of the most important scarce resources. This can be justified by deducting the basic income from the progressive taxation of people working for those who do not have jobs. It would mean earning income for young, poor, families with children, pensioners, and a rapid reduction in income for the upper group of people who accumulate the bulk.

Here comes the question of who would still work if he did not have to. In Germany, they surveyed and found that 80% of people would work even if their basic income ensured their existence. Some admitted that they would use a different time for some time, but then they would go to work. A further part of respondents said they would work part-time, others said they would work elsewhere, in a field that would enjoy them and were more helpful. Even many of those (60%) who did not know how to live without work, however, did not believe that the others did not believe that the beneficiaries did not work, which is a sad distrust that does not match the research results.

At present, jobs in economically advanced countries disappear and this trend will continue. For generations, people have worked, invented and tried not to have to work once. That time is coming. Almost all workplaces work for a person with powerful and sophisticated machines, in computer components that constantly reduce the need for human work. Machines work cheaper, faster and more efficiently. People struggle with sharp elbows to get their place in the sun, get a living and keep a job. However, work will be less and its fruits, instead of belonging to all, are appropriated by only a tiny handful of rich people.

The basic income is based not on the planned economy, but on the self-realization potential of the population that is left to the will to deal with the benefits of eliminating the risks of a self-determined existence. This theory came from the Belgian Van Paris. In our country his book was translated and commented by academician Mark Hrubec together with his colleague. Marek Hrubec continues to pursue this topic as well as a considerable number of circles and movements, initiatives and organizations.

Article Pirate Parties, Václav Klecanda, came up with the project General Basic Income. Nevertheless, the greatest achievement is at present European Citizens' Initiative za unconditional basic income.

European Income Fund Initiative

14. January 2013 accepted the European Commission's European Citizenship Initiative Promoting Basic Income, launching an annual campaign in all EU countries. To 14. January 2014, this initiative must reach at least 500 million citizens of the European Union and receive one million signatures, at least from 7 member states. If it succeeds, the European Commission will have to carefully examine the principles unconditional basic income and organize a public hearing in the European Parliament.

One of the first spontaneous objections to the basic income is that people will not work and will uselessly roll in bed for days. This statement is based on the typical contemporary thinking that people work because they are forced to do so for existential reasons. They are forced to do the job simply because they have to pay the debts. If they were not forced, they would do nothing.

Another question may be, "And where does the money come from?" It should be borne in mind that currently the system of taxes and their collection and redistribution in the form of social benefits is so complicated that it directly talks about corruption. Unconditional basic income assumes the only flat tax will be value added tax (aka VAT) of 50%. From the money thus collected, the basic benefit is paid to everyone on a flat-rate basis and other services of general interest are financed. In practice, this means a great simplification of administration and, using the philosophy of transparent government and e-government, unambiguous control over the flow of money. Everyone will have the opportunity to monitor how resources are managed.

It is also good to recall that the state apparatus is a service to citizens who pay for it from their money. Thus the state serves the citizens and they are to be the highest executors of the will of society as a whole.
