William John Pavelec was a former computer operator and programmer at the US Air Force Special Forces, who was in the service during the sixties of the first Nike Air Force Base and also in Vietnam. At his express wish, his testimony was published only after his death.

When I first encountered a UFO, it led me to a new way of thinking. It was late at night when the young lady and I were in a forest about 50 miles south of Fayetteville, North Carolina. We first noticed the presence there ETV, which caused complete silence. Frogs, cicadas and other sources of forest noise are no longer heard, like turning off a light in a room. The event was dramatic in my head rather than in reality. It made me ask myself what was really going on in that world.

After I left the army, they asked me if I would go to Rusco Electronics. At that time, it was the largest manufacturer and plumber of security technology in the world. I moved from the corporate level in Denver (which was growing like a sponge after the rain at the time) back to work for the military and government. I regained my security checks and was reactivated to service. As a result, I did a lot of work for the government. During this time, I developed security systems that were beyond national security interests and that served large corporations.

In 1979, I switched to North Glen, Colorado, which developed implantable chips originally designed for horses, because there was a big problem with changing the horses. You could have two horses that looked exactly the same. You were not sure whether you were betting on it faster or against it. The pill, if you want to call it that, was already small enough at that time to be implanted under a horse 's skin using a hypodermic needle. I was shown how and it worked. We were able to read the chip from 2 to 3 meters thanks to a hand-held reader.

This was still primitive technology. At the time, however, the security industry had much discussion about tracking and locating people who had been abducted. This particularly concerned our naval officers and, in one case, the Prime Minister of Italy, who were abducted. These people were deprived of sensitive information or tortured, or both. One of the goals of this technology was to allow us to track them and locate them quickly.

I brought this technology to a SCIF (Secure Communication Intelligence / Information Facility) meeting in Virginia. The meeting was arranged by a friend from the CIA and my good friend Bob and other friends from the State Administration, so that we could introduce the technology (as we thought at the time) to the right people who could use it responsibly.

Our meeting was in a very tight room with many people who were not introduced to us at all. They didn't say their names, let alone where they came from. I just had to believe my two contacts that they had invited the right people to be in this place at the right time, that they would all be responsible enough.

It was a mistake. After the meeting, I learned that two people should not have been here at all. They had known about the meeting for a long time. They knew what the meeting was about. They even knew who was supposed to be at the meeting. Upon later examination, I found that one worked for the Department of Agriculture and the other for the Department of Finance. What led us to search for the origins of these two people were their questions, which they asked or rather what was behind these questions and body language - all indications that they had reasons to use our technology in a different way than they were. originally presented at the meeting. In fact, their largest concern was fast enough to produce billions of chips with a completely unique number. This particular pill [like a pill-looking device - a chip] was really miniature. You could send a signal to it and get a response from it with a unique number that could not be changed from the factory. There were a lot of options that could be added to the chip, such as measuring temperature, pressure, pulse or brain waves. At that time, however, it was still in development.

Many years later, I read an article about how a woman from the East had a chip removed from her body - the year was 1999. It appeared on a website. It was a slightly modified version of the Denver chip with some improvements. The woman said she believed they gave it to her sometime between 1980 and 1981.

I met the guy who made the chip. He never had to worry about money again. Unfortunately, someone we didn't even know quietly took a substantial part of the technology he came up with. My meeting in Washington DC probably played a role in that, because otherwise we didn't go anywhere with it. Just someone else took it - it continued to develop and we never found out who it was.

In 1984, I met a professor at the University of New South Wales who discovered a way to make a microscopic chip from a metal alloy of lithium and niobium.… He had a high-frequency transmitter and receiver there. He found that on some frequencies he was able to send a beam of energy to that chip, and that he would get an answer in the form of a unique number.

We took him to Denver for our company, Systems Groups, Colorado. We did some tests. It had a couple of really simple versions that were very small - about 3 millimeters and only a few hundredths of a millimeter thick. By etching, it was possible to adjust them so that each had its own specific signal.

Sueneé: It can be misleading to talk about the thing like chip. We tend to imagine something based on the principle of integrated circuits, which hide a number of components. The thing can really be very simple, and when magnified enough, you would say that it is actually just a piece of metal, but it has physical-specific properties that allow it to be used as a unique identifier.

And this thing could theoretically have, depending on the size and method of etching, unique number in the order of billions per second. In fact, the test we did confirmed that we had assembled a transmitter and receiver that was able to work with an ordinary antenna from the roof. We were able to read the thing stuck on a piece of cardboard hundreds of meters away in the most primitive way. We had no idea what frequency to choose, so we used a regular antenna that passes [sends / picks up a signal] through common things like plywood.

We were absolutely fascinated by that again. I felt that this was a technology that really had some value. I took this thing again (and this time with even more vigilance) to a meeting in Virginia to our subcontractor, which did a lot for the secret services.

This time, the director of security for all government departments came to the meeting with Bob and my good friend from the CIA.

Again, the people who had the right credentials entered the room at the last minute. People we did not know what they were. They had very good credentials, but they were never invited by my two contacts. Again they knew about our calls; they knew exactly what time, what place and what we were going to talk about. I thought my phone calls were being conducted over secure phone lines ...

We tried to find out who the two gentlemen were [at the last meeting]. But what really got me was the professor at the University of New South Wales, who suddenly received a huge grant. His technology was moved and he did not have to work for the rest of his life.

One of my close friends in San Francisco (to whom I inconspicuously mentioned this technology because he was dealing with other aspects National Security a watching people) told me he was in charge of a project on security locks and cameras - it all had to work together. Major Division European company Siemens was placed in Silicon Valley (region San Francisco). He told me they were making billions of chips that looked almost like those I described to him.

A year later, my friend was asked if he wanted to buy back his security system because the company was disrupting production. What got me into this was the fact that they had billions of chips and none of us knew what would happen to them - they just disappeared.

Meanwhile, Bob didn't give up hope and tried to find out who the two guys were snooping on us; who they worked for and what their agenda was. He and I had long debates together about what was going on in that government, who controlled who, what his interests were. He managed to make several contacts about what was really going on here. He contacted our mutual friend in the CIA. He told me, "Bob found something hot. He returns to business in the States. We are talking about a meeting. "

A few days later, after taking his two boys to a private school in Nairobi, he was hit by a car at a traffic light. It was a side impact by a Land Rover with increased performance. He was dead on the spot. The Brit, who was supposed to be drunk at seven o'clock in the morning, was taken to hospital, from where he immediately disappeared. All the information he provided in the medical record was false. It was deliberate interference.

What always bothered me was the fact that Bob probably got a lot to the truth - who was behind the further development of these implantable chips. We tried to find out who was doing this without the knowledge of our government. Because whoever it was, he had the ability to get anytime, anywhere and have a detailed overview of everything.

I have researched the matter since the early 80s, and I believe there are at least four power [ruling] groups in the world. They have wealth beyond our imagination. They have control over various programs - especially black programs (black ops.), Including the Russian government, and in China as well. Their understanding of politics is not the same as that of most people. Their agendas are completely different from those of the government. They have a very detailed overview of what is happening around them.

We gave them names, but it had nothing to do with what their names really were. We called them simply Four riders. There were times when these four riders worked together, and they were times when they intrigued each other. It was a constant battle at the deepest level in an effort to be that the largest dog in the world. One thing they had in common was an absolute desire for control - of everything and everyone; and each of them had its own philosophy - the essence of this philosophy, which probably led them to their actions. We believed that was the cause of what caused many strange things to happen in Nevada [where we worked]. The weirdness that happened in connection with that chip technologyI personally brought (as I look at it today) bad people in government. Because we never used the technology for the purpose for which it was intended.

The two men who came to the last meeting měli they had NSA, NRA - authorization of that kind. When we checked them out later - they did not exist. Their privileges were unattainable, including the various access identification security systems we had. Whether biometric data, fingerprints, retinas, they were everywhere, including access codes. They knew everything; they had everything; they had it in a better quality than most agencies had. This shed light on the fact that they had unlimited budgets.

I have worked with most major oil companies; I have worked with most major computer companies; I developed highly sophisticated security systems. None of the people in the commercial sphere have ever given me the slightest reason to worry that they have any hidden interests beyond or in the background of what their public corporate interest was. They were true people from the corporate environment. If there were any people hiding others behind them private persons, who were outside the main business to do some secret stuff, I would not know.

One of the areas that I would say is absolutely strange is the space industry in our country. I have worked for many space industry companies. Whether it was a physical design or at least a consultation. Sometimes people got in my way who could be seen to know much more than I knew. Many of them were very good at controlling their body language, but they were not perfect. We worked for a lot of companies. Especially for those who were in California and Denver and had running projects.
